These rules apply to both FBI NW3C employees and visitors and must be adhered to at all times in all affiliate FBI NW3C rooms. While most general information can be found on this page, you can access more detailed information by referring to our various guides and policy pages.
Code Of Conduct
Section 1.0: General Rules
1.0.0 Avoid excessive spamming in the base.
1.0.1 All members must have the correct Badge and Motto at all times.
1.0.2 English should be used when carrying out duties.
1.0.3 Members should remain attentive and prevent idling while filling stations. The use of programs/scripts to prevent idling is strictly prohibited.
1.0.4 Loyalty to the FBI is expected from all members. Acts of treason [1] will be dealt with severely.
1.0.5 Respect for all individuals, regardless of rank or stature, is mandatory.
1.0.6 Members should promptly report any rule violations to a High-Rank staff member.
1.0.7 Requests for privileges such as pay, room rights, badge admin, or promotions should never be made.
1.0.8 Double jobbing at other establishments, such as agencies and militaries, is strictly prohibited. Offenders will be immediately terminated if caught.
1.0.9 Each member should have only ONE account working in the FBI. Offenders will be immediately terminated if caught.
1.0.10 Self-promotion is not allowed and will be met with appropriate punishment.
1.0.11 Badges will be removed for members who fail to turn on their Online Time and make their profiles public.
1.0.12 The use of color chat is prohibited for members in the base, except for Directorate+ who are permitted to use it. Ambassadors may use non-HC blue color chat.
1.0.13 Dancing and using effects in the base are allowed.
1.0.14 Members should not scout or poach members from other agencies/militaries, as it damages relations between agencies.
1.0.15 Engaging in scam-related activities, either within or outside the FBI, is strictly prohibited.
1.0.16 Affiliation with or having affiliated oneself with the Mafia will result in instant dismissal.
1.0.17 Members in the Security Division are permitted to join the FBI Discord server.
1.0.18 Isolating or excluding individuals in special units or groups within FBI is not allowed.
1.0.19 Inflicting verbal abuse, derogatory remarks, insults, or conduct that is hostile, offensive, and unrelated to legitimate business interests is not acceptable.
1.0.20 Disregarding others’ opinions: Shutting down, ignoring, or denigrating others’ opinions, diminishing their value or relevance, is not allowed.
1.0.21 Laughing at or making fun of real-life issues or problems faced by members is not tolerated.
1.0.22 Ignoring requests to leave someone alone or continuing to engage when asked to stop is not acceptable. You should always respect other members boundaries.
Section 1.1: No Rules Weekend
1.1.0 No Rules Weekend begins at Friday 12:00 am GMT+8 and ends at Sunday 11:59 pm GMT+8.
1.1.1 Members are allowed to use color chat (excluding red) in the base. Red chats are exclusive for Foundation only.
1.1.2 Other rules not mentioned above still apply during this period.
Section 1.2: Colored Chat
1.2.0 Directorate+ members are allowed to freely use any colored chat, except for red.
1.2.1 Red colored chat is reserved exclusively for the Foundation.
1.2.2 Members in the Ambassador division may use non-HC blue chat.
1.2.3 Members may use colored text (e.g., @green@, @blue@) for welcome messages, but @red@ is not allowed.
1.2.4 Event Team Hosts and Radio Team DJs may use yellow colored chat solely for running events or advertising DJ sessions.
1.2.5 Professional Staff members and above are allowed to use yellow colored chat while on the Speaker’s Podiums for FBI-related announcements.
Section 1.3: Badge, Uniform, Motto (B.U.M.)
1.3.0 Members must wear their current division badge at all times, unless specified otherwise.
1.3.1 Uniforms are not required.
1.3.2 Members can participate in the FBI Theme Day week regardless of rank.
1.3.3 Members must have their appropriate FBI motto displayed when in the base.
1.3.4 Symbols can be used instead of brackets in the motto.
Section 1.4: Commands
1.4.0 ATT (Attention) – Stand up from your seat, wave and say, Yes (sir/ma’am/username)!
1.4.1 AE (At ease) – Sit back down and/or continue what you were doing.
1.4.2 BTB (Back to base) – Go back to the FBI HQ.
1.4.3 BTW (Back to work) – Continue working where you previously were (Similar to AE).
1.4.4 FTB (Fill the back) – Go sit on the sofas at the back of the room.
1.4.5 FTF (Fill the front) – Go to the front desks, recruit new members, and let existing employees in.
1.4.6 FTS (Fill the security) – Go to a security station and handle recruits & members appropriately.
1.4.7 FTT (Fill the training) – Go to the training desk in base to let cadets into the training room.
1.4.8 FTTR (Fill the training room) – Go to the training room to train cadets.
1.4.9 FTTD (Fill the transfer unit desk) – Go to the TU desk and transfer people from other agencies – for TU members only
1.4.10 FTHD (Fill the help desk) – Answer questions and aid employees.
Section 2.0: Badge Administration
2.0.0 Badge Admins are chosen by the Foundation Team based on trust and overall activity.
2.0.1 Admins must not trash badges; severe punishment will be administered if caught.
2.0.2 Admins are responsible for accepting and declining badge requests.
2.0.3 Admins are not allowed to grant Admin status to other members without Foundation permission.
2.0.4 Admins of Special Guest and VIP badges are responsible for ensuring they accept the correct members who made a purchase.
2.0.5 Alliance badges can only be accepted by the ERA Leadership and the assigned Ownership Overseer.
2.0.6 Admins are responsible for removing inactive members from their badges.
2.0.7 Admins must log any badge removals.
2.0.8 Adequate proof must be provided when logging badge removals.
2.0.9 Admins must check for LOAs (Leave of Absences) before removing badges for inactivity.
2.0.10 Badges will be removed for members who have been inactive for 30 days.
2.0.11 Ambassadors who have been inactive for 10 days will have their badges removed.
2.0.12 iC members who have been inactive for 8 days will have their badges removed.
Section 2.1: Room Rights
2.1.0 Room Rights are granted at the discretion and trust of the Foundation, not based on rank.
2.1.1 Rights holders are trusted to protect and manage the HQ in the Foundation’s absence.
2.1.2 Rights holders who abuse their privileges will be placed on probation, continued unacceptable behavior will result in the removal of room rights.
2.1.3 Incidents of RR (Room Rights) abuse should be reported to the Foundation with adequate proof.
2.1.4 If members from other agencies disrupt the HQ, sufficient proof must be collected and provided to the respective agencies.
2.1.5 Rights holders must follow the correct procedure for muting: 2 minutes, 5 minutes, and then 10 minutes.
2.1.6 Rights holders may kick disruptive individuals, and immediate removal is allowed for spamming or trolling.
2.1.7 Banning should only be used in extreme circumstances.
2.1.8 Mafia members, National Punishment, and other Ban on Sight Habbos should be banned immediately.
2.1.9 Permanent bans should only be used for Mafia members or persistent trolls.
Section 2.2: Rank Purchases & Financial
2.2.0 If you sell ranks without authorization, you will be terminated, effective immediately.
2.2.1 Only buy from Financial members who have the Financial badge. Only they can sell ranks, sponsorships, or perks.
2.2.2 Rank purchases and donations are not refundable.
2.2.3 By buying a rank, you accept the responsibilities, tasks, and policies associated with that division.
2.2.4 If a Financial member steals FBI NW3C funds, they will be terminated immediately and added to National Punishment.
Section 3.0: Disciplinary
3.0.0 High-Rank members must provide adequate proof and evidence to support their disciplinary actions.
3.0.1 High-Rank members found abusing their disciplinary powers will be dismissed.
3.0.2 Complaints against High-Ranking members should be reported to the Internal Security Affairs (ISA) team at [fbinw3c.co/isareport].
3.0.3 Disciplinary actions against iC members can only be issued by Foundation and Senior Ownership.
3.0.4 Standard to Trainer Divisions will go through the warning system structure:
1-3 Warning(s) → Fired
3.0.5 Firing a junior rank member requires Management+ approval. However, if a standard division member receives multiple warnings, they can be fired without approval.
3.0.6 All ranks above the Special Operations Division will go through the strike system structure:
Warning → Strike x1 → Strike x2 → Strike x3 (Fired)
Note: The disciplinary system restarts for each separate offense.
Example: If a member receives a written warning for idling at stations, the next strike will not be given for breaking the promotion policy. Each offense is treated separately.
3.0.7 Firing a junior rank member requires Management+ approval.
3.0.8 Warnings must be logged before giving them.
3.0.9 Striking a member for the second time will result in demotion.
3.0.10 Members who receive the third strike will be dismissed from FBI.
3.0.11 Members can appeal any disciplinary action received after 7 days. Appeal here.
3.0.12 Accusing or blaming someone without solid proof is not permitted. Cases with evidence should be reported to the Internal Security Affairs (ISA) team here.
Section 3.1: Instant Dismissal
The following rule violations may result in immediate termination, although it is encouraged to negotiate and discuss before executing dismissal. Each situation is assessed on a case-by-case basis, and warnings/strikes may be given instead of immediate dismissal.
3.1.0 Bullying: Any act or behavior that is dehumanizing, intimidating, hostile, or likely to cause fear or distress is strictly prohibited. This includes harassment based on characteristics such as race, religion, gender, disability, or association with others. Bullying or harassment, whether on or off FBI property, will not be tolerated. Consequences will be issued for bullying incidents.
3.1.1 Blackmailing, threats, and manipulation: Prohibited actions include making threats or engaging in manipulation or peer pressure to force others to act. Personal attacks, verbal or physical, are not allowed. Encouraging others to turn against someone or removing badges without permission is also prohibited.
3.1.2 Sexual harassment: Any form of sexual harassment, such as making offensive remarks, wishing harm, or engaging in explicit conversations, is strictly prohibited. Sending or receiving sexually explicit materials is a fireable offense.
3.1.3 Stalking: Stalking any individual without justifiable reasoning is strictly prohibited.
3.1.4 Do not have more than one account working in FBI or any other agency/military in habbo.com, this is double jobbing and is considered an intolerable offense and leads to immediate termination.
3.1.5 Trolling within FBI or other agencies, including participating in raids or scams, will result in consequences.
3.1.6 Any affiliation with Mafia leads to immediate termination.
3.1.7 Sending explicit material: Sending or requesting explicit material, whether text, pictures, or videos, is strictly prohibited in FBI across any platform.
3.1.8 Self Promotion: Promoting yourself to a new rank is strictly prohibited.
Section 4.0: Promotion Policy
4.0.0 Promotions should only be given to members who have earned it by meeting the promotion criteria (e.g., filling stations, training cadets, or promoting).
4.0.1 Always check the member’s online time before proceeding with the promotion.
4.0.2 Ensure that you have the required online time before promoting.
4.0.3 Make sure both you and the person you are promoting are filling stations when observing. Observation time applies to both of you and you should both be filling stations during this time.
4.0.4 Observation time will not reset if the member teleports, claims a point, or participates in an Events Area game, as long as they return to filling stations directly after.
4.0.5 Log all promotions on FBI’s Boards at habbonw3c.com/logs.
4.0.6 If promoting someone into a new division that requires training, it is your responsibility to train them.
4.0.7 Request badge acceptance from a badge admin or in the Discord channel “#fbi-requests.”
4.0.8 You may promote the same worker consecutively if no one else is available.
4.0.9 Do not promote anyone in or to the same division as you.
4.0.10 Promotions should not be whispered; use the appropriate procedure. ATT the worker and give them their promotion out loud in base.
4.0.11 In case of disconnection, provide 3 witnesses or screenshots in the Discord channel “#disconnections” to validate your online time.
4.0.12 Do not camp in the area to promote workers.
4.0.13 Only personnel filling stations can conduct promotion.
4.0.14 Alternate accounts may be used to perform FBI related duties. However, if your main account is usable, you will not be able to claim any form of incentives (e.g. pay, teleport points, etc.) with your alternate accounts.

Section 5.0: Discord Server
5.0.0 Show respect to all server members.
5.0.1 Usage of inappropriate language is prohibited.
5.0.2 Sending or linking any harmful material, such as viruses, IP grabbers, or harmware, will result in an immediate and permanent ban.
5.0.3 Act civil in Voice Chat and refrain from using inappropriate language.
5.0.4 Post content in the appropriate channels.
5.0.5 Do not reveal anyone’s personal information.
5.0.6 Refrain from posting anything that is NSFW (Not Safe for Work).
5.0.7 Advertising other agencies will result in a server mute or removal from the server.
5.0.8 Moderation and Administration reserve the right to use their own discretion regardless of any rules.
5.0.9 Sharing private information from Discord channels or direct messages is a serious offense and results in permanent termination. Violation of privacy is considered an infraction.
